Herbert A. Simon (1916 - 2001) was an American economist, political scientist, and cognitive psychologist whose work spanned economics, organizational theory, psychology, and computer science. He is best known for the theory of "bounded rationality," which holds that people make decisions under cognitive and informational limits rather than as perfectly rational optimizers.[1] He received the Nobel Memorial Prize in Economic Sciences in 1978 and, with Allen Newell, the Turing Award in 1975 for pioneering contributions to artificial intelligence.[2]
Early life and education
Herbert Alexander Simon was born on June 15, 1916, in Milwaukee, Wisconsin. He studied at the University of Chicago, where he earned his bachelor's degree and, in 1943, a doctorate in political science.[1] An early interest in how decisions are made within organizations shaped the interdisciplinary path his research would follow.
Administrative behavior
Simon's doctoral research led to Administrative Behavior (1947), an influential study of decision-making in organizations. In it he challenged the classical assumption of the fully rational "economic man," arguing that real decision-makers operate with limited information, time, and cognitive capacity.[1] He coined the term "satisficing" to describe how people choose options that are good enough rather than strictly optimal.
Bounded rationality and economics
The concept of bounded rationality became central to Simon's thought and, later, to behavioral economics. For his pioneering research into the decision-making process within economic organizations, he was awarded the Nobel Memorial Prize in Economic Sciences in 1978.[2]
Artificial intelligence
At Carnegie Mellon University, where he spent most of his career, Simon collaborated with Allen Newell to build some of the first computer programs capable of reasoning. Their Logic Theorist (1956) and later General Problem Solver showed that machines could perform tasks resembling human problem-solving, helping to establish artificial intelligence and cognitive science as fields.[3] In 1975 the two received the Turing Award, computing's highest honor, for this work.[3]
Legacy
Simon remained on the faculty of Carnegie Mellon until his death in Pittsburgh on February 9, 2001. Over his career he received the National Medal of Science, the John von Neumann Theory Prize, and numerous other honors across several disciplines.[4] His insistence that human rationality is bounded continues to influence economics, psychology, management, and computer science.
